Did you try to install MRAA library in your new Ubuntu?
There, you could access to GPIO via Python.Cheers!

Wonder if there is a kernel that supports GPIO for Ubuntu 17.10?
It is my impression that there will not be one for the new LTS release 18.04 until maybe this fall?

Yes, you are right.
Ubuntu 17.10 is not supported yet for UP board to use your GPIOs.
