No Reboot - Must Unplug

As the title states. Powering the device with a 5V/6A power supply, when I execute a reboot (could be from BIOS or from Linux) the blue light shuts off and the system does not reboot. Must unplug, press power button, and then plug back in.
This was recently RMA’d and is the first one I’ve used it since receiving it back.

Please help to confirm, does it happen every time?
Which command is used under Linux? Which one is used under BIOS? Is it the button on the side?
Can you describe the behavior in detail? So that I can assist you in dealing with this issue.
I have tested it here, and reboot is a normal reboot. (BIOS/Ubuntu/Windows)Best Regards,

Happens every time. Issue reboot command and the blue light goes out, but never recovers.
Linux: sudo reboot, reboot - either produce the same result.
BIOS: save and reboot (haven’t tested others)
new symptom tonight, machine randomly shut off, wouldn’t power back on until unplugging and resting it for 5-10 minutes… wasn’t under load, and heat sink didn’t feel hot so I didn’t think it was an overheating issue. Same with reboots - must wait minutes before I can power it back on

This phenomenon seems to be that your M/B has encountered some problems.
