TOBSUN 50W DC-DC Converter Boot Loop

Hey all -
I have a 13A AC/DC12v converter that works fine powering my 12V hardware, and in line after that converter a 50W DC12v-DC5v (10A) converter. I'm running into an issue where the Up Squared board will power up and attempt to boot Windows, but immediately reboots. If I plug my standard AC/DC5v @6A converter in, it works just fine.
Not sure why the DC-DC converter introduces a boot loop - might test with another OS here, but ultimately I'm looking to go with Win10 Enterprise (IoT).
I'm at a loss here. Any assistance would be greatly appreciated!

Appears that the gauge of wire on my cable was not thick enough - upgraded to a 16ga (overkill) cable and no more boot loops so far.
