I would like to know if I can use the UP Board with the Lakka OS in low resolution, such as 240p, using a CRT TV, and using the appropriate peripherals on the board

Firstly, the Lakka OS is not fully compatible with UP, and secondly, HDMI to 240p isn't very common on the UP.
