Wont Boot or Post - Very Hot

Brand new board gets to about 150 degrees (F) and will not post. No lights. Verified the thermal paste is seated - no signs of other issue. Mouser wants me to post here before they will issue an RMA. Anyone else seen this issue?

The board is designed to run at environment temperature 0-60C. Not sure how 150 degree (F) is measured? If 150F is environment temperature, I am afraid it is out of spec.
