In the UP board spec, that baord only support USB2.0...

It is not a USB3.0 - device! The USB3-cable is only used for signal-transfer between the big PCB and the small PCB, neither of which are USB-devices -- whoever designed that board just didn't want to make a custom cable and chose a USB-cable for simplicity. All the magic happens in the small PCB, which is a mPCI-E - device, but there is no mPCI-E slot on the UP1 and so you can't use it.

One could use that on the UP2 as there is one available mPCI-E slot on it, but you'd still need to source the +12V and +5V from somewhere to actually power the external GPU up -- the UP2 doesn't have any +12V rails on it and it wouldn't be able to supply enough power to an external GPU anyways.
