The 2.5 ghz board is only reporting 1.1 ghz. :(

Is there something that needs to be done in the bios to bump up the clock speed?

That is the base speed of the board. It scales with load.

I've got the Celeron and I've yet to see it boost over 1.1, even if you fully load the CPU for a while.

Been looking around in the BIOS ...

    Advanced > CPU Configuration

    Max CPU speed: 1100MHz
    Min CPU speed: 800 MHz
    Speed: 1100 MHz
    EIST: Enabled
    Turbo Mode: Enabled

Min > CRB Setup > CRB Setup > CPU Configuration > CPU Power Management...

    EIST: Enabled
    Turbo Mode: Enabled
    Boot Performance Mode: Max Performance
    Thermal Monitor: Enabled

I'm not an expert so could be wrong, but to me this says that it's set up to turbo, but restricted to 1100MHz?

The Max CPU Frequency it is not advertised in the BIOS menu.

What you can see there is the standard frequency and the minimum.
Turbo is enabled so your CPU should scale up to max 2.4 Ghz.

Ok, but I still can't get the CPU to go over 1.1GHz, if you look at the picture in my other post, even with heavy loads it stays at 1.1GHz. I've used the same testing method on a number of other machines and all boost over their clock frequency succesfully. Does the boost get disabled by thermal throttling?

    Yes it does.

Do you have the standard heatsink installed on the system? Is the CPU facing the top side?

Also some other information might be useful:
    - Operating System (version and/or kernel for linux)
    - Power Supply
    - Peripheral connected
    - enclosure if any

Standard heatsink is on and facing upwards, the core temperatures don't seem to ever get beyond 48/49 c. Should it be throttling at this temperature?

I've tried this on Win10 Enterprise (creators update) and Windows Server 2016, from both the on board storage and a Toshiba mSATA SSD. 5v 6A power. No enclosure. HDMI. USB keyboard and mouse, and a single LAN socket is used.

I'm also having a lot of problems with the graphics drivers crashing the system just after boot, not sure if this is related.

I got Ubuntu server installed on mine. Installed phpsysinfo and it says CPU Speed Max: 1.10 GHz.

    Like this:

    Machine
    AAEON UP-APL01/UP-APL01, BIOS UPA1AM13 04/24/2017
    Processors
    Intel(R) Pentium(R) CPU N4200 @ 1.10GHz
    CPU Speed: 800 MHz
    CPU Speed Max: 1.10 GHz
    CPU Speed Min: 800 MHz
    Cache Size: 1024.00 KiB
    Virtualization: vmx
    System Bogomips: 2189
    Load Averages: 0%

Only showing 1 CPU but it does have 4.

Here is some info on the command line of a Ubuntu server I installed on mine.

    root@ubuntu-up2:~# cpupower frequency-info
    analyzing CPU 0:
    driver: acpi-cpufreq
CPUs which run at the same hardware frequency: 0
CPUs which need to have their frequency coordinated by software: 0
    maximum transition latency: 10.0 us.
    hardware limits: 800 MHz - 1.10 GHz
available frequency steps: 1.10 GHz, 1.10 GHz, 1000 MHz, 900 MHz, 800 MHz
available cpufreq governors: conservative, ondemand, userspace, powersave, performance
current policy: frequency should be within 800 MHz and 1.10 GHz.
The governor "ondemand" may decide which speed to use
    within this range.
current CPU frequency is 900 MHz (asserted by call to hardware).
    cpufreq stats: 1.10 GHz:67.26%, 1.10 GHz:0.07%, 1000 MHz:0.04%, 900 MHz:0.18%, 800 MHz:32.45% (38)
    boost state support:
    Supported: yes

Not sure but maybe it just don't know how to do a Burst Frequency?

You just don't understand how burst freq works. The frequencies reported by cpufreq are those that you can set the CPU to run at 24/7, if you like, but burst frequencies are only meant to happen temporarily and on certain kinds of loads and not 24/7. Burst frequencies are also not controllable the same way as regular clockspeeds, cpufreq has no control or knowledge of them and it only reports the regular, controllable clockspeeds.

Installed Plex on mine to test it with a small 4K video at 22 fps.

https://goo.gl/photos/yCCrMVBXtJb2WGe78Uploaded a screen shot of it to my Google photos here.

Was monitor the CPU on the command line it keeps at 1100 MHz all 4 cores. Can see that in the video.

Felt it big heatsink and wow it's hot. I got it on top too. I could burn my hand if I keep on it. Got to test a fan on it and if it can keep on then.

Put a fan on mine used the power on the GPIO pins.

Got this photo of it on my Google photos.

    https://goo.gl/photos/VsxmfJ7TBjHfftQH7

Tested playing a 4K at 22 FPS video with Plex server and still the same. It can't keep up! Did let the video play to the end and left the fan to see if the heat sink is hot but it's cold still from the fan.

How do we know if there is a Burst Frequency if the CPU can't see it?

Going to go in the BIOS see if mine is turn on.

Here is a screen shot with htop showing CPU speed wile playing that video.

Went in the to BIOS first time F7 then picked to go in BIOS from there.

But Turbo Mode all ready is [Enabled]

I don't know why it did not change when I put a fan on mine.

Here is a BIOS serial port screen.

After testing this out a bit more, I'm not sure what's happening. I have the dual core Celeron, (and yes I've installed an mSATA SSD) but it is far "snappier" than I had expected.

I've run the same load testing procedure on a number of different machines with different OS's, and they all behave the same way, peak to 100% utilization then the clock speed in TaskManager boosts above the base clock speed. So my old i7-3770's base clock is 3.4 GHz, but the boost visible in TaskManager runs up to 3.64 GHz. With this CPU it never breaches that 1.1 GHz.

Could it be that the boost just isn't reporting correctly? Or these CPU's aren't well supported yet in Windows? Well for me on Windows anyway, I have no idea about Linux, I'm an MS dude :)

You could always try and see what turbostat tells you. I am still waiting for my board, so I, unfortunately, can't do any testing myself, yet.

Thank you WereCatf form you post on my Ubuntu server, on this UP2 board, I did this command:

    turbostat

Then ran that 4K video with Plex server. Here is how it looked just before it started and when it started.

Installed the Ubuntu desktop and lamp server on it with phpsysinfo and now it will show the full speed of the CPU in phpsysinfo. This is on one of the 4 CPU's.
    Intel(R) Pentium(R) CPU N4200 @ 1.10GHz
    			CPU Speed:	2.03 GHz
    			CPU Speed Max:	2.50 GHz
    			CPU Speed Min:	800 MHz
    			Cache Size:	1024.00 KiB
    			Virtualization:	vmx
    			System Bogomips:	2189
    			Load Averages: 0%

Before when I just installed ubuntu-16.04.2-server-amd64.iso it was working good just no send on the RS232 and still the same with this desktop. Any way on that the phpsysinfo never showed the CPU Speed Max as 250 but 1.10.

I guess they did something in the desktop one you download from them that they made for this system.

Seen if I could install the CPU power from the command line but it comes back with:

WARNING: cpupower not found for kernel 4.8.0-54 I did install that on the server I had running on it. But can't on this desktop.

cpufreq utils will also show the current frequency and this comes from actual frequency and not based on the set speed steps used by acpi cpufreq. This is closely related to the cpupower tool but it does give you some different info.

I see 2.5Ghz as needed on my setup using this tool, but you'd probably see it in sysfs too.

I imagine if you already have temps that are fairly high (greater than 50C) you wont see the cpu kick into the turbo frequencies often if at all.
