Windows 10 - Controll GPIO via CMD

I have W10 on my up-board. I am wondering if I can read or write GPIO via command line? Is there any option or is GPIO accessible only via custom program written in C prog. language?

Yes, we can only use SDK/Hi-Safe to write/read GPIO value.
