UP-APL03X7F-A10 not responding, blue LED blinks (faulty board?)

The UP 4000 board stopped working one day. No output on HDMI, Ethernet port not lighting up, blue LED is lighting up for ~450 ms then goes down for ~100 ms, the same goes for USB power.
The power consumption oscillates between 50 an 150 mA. I tried disconnecting the CMOS battery for 60 seconds but it did not have any effect. Also checked the battery voltage and it showed 3.0 V. No visible damage on any components.

Any suggestions?
