How to change GPIO16 and GPIO17 to low at startup

I have been having an issues with changing the GPIO16 and GPIO17 pins to low/off startup. I am using an Upcore board. It looks like previous versions of BIOS or other versions of BIOS for other boards have this option in their advanced settings. If you need any more information, please let me know.

"UP core" board does not support setting properties for EXHAT 100.Header (CN40) in standard BIOS.
