USB3.0 OTG port in device mode always negotiates at USB2.0 speeds

I have a UP-squared board that I have been trying to evaluate the USB3.0 OTG on. I am able to get the OTG port switch to device mode, but it always comes up as USB2.0 device on the host PC (Linux/Windows/MAC). I have tested with multiple kernel/host PC/cable combinations and the observation is consistent. Has anyone had better luck with this functionality? Any help on this regard is highly appreciated.

I think this happens because the BIOS doesn't support it.
However, UpBoard's BIOS does.
