Boot Up Board from pins

I was wondering.
a raspberry PI I can boot after a halt by shorting the pins 5 and 6. (GPIO3, scl1, i2c and GND)
since like the pi an up stays powered after a shutdown, I was wondering does the up have similar behaviour?
can shorting pin 5 and 6 boot the up? or are there other ways of doing so?
