USB 2.0 pin header cable (w/o UART) only one working

I have this plugged into my UP xtreme board, and only one of the ports works... is there something that needs to be enabled somewhere? I thought it was a plug and play type thing.

    on UP Xtreme there is only 1 USB exposed on the micro 10 pin connector, so only one port of the adapter can work.
