Can't open Up Core X

Bought a new Up Core X, plugged it into my Up Board Squared and ran a program that previously worked with an older neural compute device. The program is written in Python using the NCS2 MVNCAPI. It can enumerate the device but when I try to open it, it gives me the following error:
W: [ 0] ncDeviceOpen:419 ncDeviceOpen() XLinkBootRemote returned error 3
I have found references to this error elsewhere but it always seems to relate to the Neural Compute Stick running on a RPi or something else. Does anyone have any idea what might be doing on?
