One Board : Can't get to CLI to install new OS

I have had a Up Board (the original) in storage for a long time. I am trying to connect to the Up and update the OS, but I can't.
I originally setup the Up Board with an IP address etc. I was aiming to use it as a headless Linux box. I may have disabled the video output, if that was an option.
So now I want to use the Up board for a CCTV app. I am trying to install a new Ubuntu OS. I created and plugged in a bootable USB with Ubuntu for installation. I connected to a keyboard and display.
When I boot the Up, there is no video output. When I try and connect via Ethernet, I can't ping the IP address of the Up.
I have looked in the Wiki to see if I can find an answer.
Is there a way I can force the Up to boot to the USB?
Is there a way I can do a factory reset of the Up?
Is there something else I can try?

Could you please check if the power LED (blue LED) on the board turns on when you power it up?
Also, try removing the RTC battery (CN1) for about 15 seconds and then reconnecting it. This will clear the CMOS. After that, please try powering on the board again.

The blue LED turns on. No flashing.
The fan spins.
I disconnected the RTC battery for a couple of hours.
When I plugged it back in, no joy, Still no video output.There is a white push switch beside the power connector (reset?). If I push this, nothing happens.
I have plugged in a bootable USB stick. The LED lights, but does not flash.
If I push the switch with the USB plugged in, nothing happens. No sign flashing of LEDs.If I plug in an Ethernet cable, the activity LEDs on the socket flash.

I have tried a 2nd HDMI cable and display. The Up now displays video. I get to the desktop.
The 1st HDMI cable and display are known to be good, so I don't know what the problem was.Now that I have video, and control with the keyboard/mouse, I should be OK.

My monitor is faulty. The HDMI port doesn't work. This is a new fault that just happened to coincide with running the Up board.
