emmc storage changes from mmcblk0 to mmcblk1, mmcblk2 after reboot

Using a stock Ubuntu 24.04 boot kernel, I can see the following on this boot:

# ls -l /dev/mmc*
brw-rw---- 1 root disk 179,  0 May  8 06:20 /dev/mmcblk2
brw-rw---- 1 root disk 179,  8 May  8 06:20 /dev/mmcblk2boot0
brw-rw---- 1 root disk 179, 16 May  8 06:20 /dev/mmcblk2boot1
brw-rw---- 1 root disk 179,  1 May  8 06:20 /dev/mmcblk2p1
brw-rw---- 1 root disk 179,  2 May  8 06:20 /dev/mmcblk2p2
brw-rw---- 1 root disk 179,  3 May  8 06:20 /dev/mmcblk2p3
crw------- 1 root root 241,  0 May  8 06:20 /dev/mmcblk2rpmb

If I hard power off the device, then power it up again, the storage will be back to mmcblk0. After a reboot, this will then become mmcblk1 and another reboot to mmcblk2 etc.

Is this a BIOS issue?
