Why some of my Up Xtreme i7 have enp1s0 and some have enp2s0 interfaces?

We have about 10 units of UPX-WHLI7-A20-16064, Up xtreme i7, running Ubuntu 20.04 . These systems have 2 ethernet interfaces. One interface is eno1.

On some of our systems, the 2nd interface is enp1s0 and on some systems it is enp2s0. Why is this, and can I change the interface name?

This is a problem for us because our procedures to configure our systems do not work correctly on the systems that use the enp2s0 name.
