Strange issue, CPU usage @ 100% yet no processes taking the blame

Hi,
So I'm having an issue I've never had before. I've had my CPU usage being maxed many times by many different things, but it's always shown up under the processes tab of the task manager, helping me to nail down the culprit. However, this time my CPU usage is @ 100% (making my computer nearly unusable, obviously) and there are NO processes taking the blame. I don't have a single process higher than 1 or 2% usage, and I'm not making some silly mistake such as not having them sorted right, or accidentally being scrolled halfway down the list. How can something be maxing my CPU without showing up as a process? I am on W7, a Toshiba laptop of that matters. Please help ASAP as this thing is barely usable until I find a fix?
