Serial Console (USB OTG) Clarification

I'm trying to make serial console redirection work over USB through the USB-OTG port on the UP^2, but I'm clearly doing something wrong.
As described in https://wiki.up-community.org/Serial_console#UP_Squared I've plugged in a USB 3 micro B cable (this cable to be exact) into the corresponding USB OTG port on my UP^2.
Unfortunately, from this point, it's pretty unclear to me what's supposed to happen. I had hoped that the UP^2 would present a serial device over USB that my desktop could see (as described in this page from Intel), but nothing happens. On Windows, no USB serial devices appear in the Device Manager, and on a Linux desktop, the kernel doesn't see anything on the other end of the USB cable as far as I can see.
Am I missing some incredibly simple step here?
