Hi-Safe error FFFFF0FF

I'm trying to get control of the 40-pin connector's GPIO pins, but, having trouble accessing them from Windows. Whether I use HiSafe or one of the SDK sample apps, I run into the FFFFF0FF generic error code during initialization.
Anybody run into that and have suggestions? When I setup pins, for instance pin 16 as GPIO High/Low in the BIOS, I am able to see my test LED go on and off. This is Windows 10 x64 , BIOS UPA1AM18 , Pentium N4200
