Up2 won't start - only blue light

I've recently got two up2 boards that I ordered, and one of them doesn't seem to be working at all.
Specs:
- Intel® Pentium™ N4200
- 128 GB eMMC
- 8GB ( dual channel) LPDDR4
I've attached two videos for illustration - one with working with the exact same cables, power supply, monitor etc..
while the other one doesn't do anything (except the blue light..). They both are exactly the same model, one had an extra ssd, but that's hardly make a different - it wouldn't start up with an extra ssd either.

It's very strange that board runs but there is no display on monitor.... ( did you try to access the BIOS? press “delete” key to enter BIOS )
please contact to local supplier or our branch company which you live nearby, for DOA or RMA problem support. -

I've tried to dismount the heatsink, if that's what you mean. It didn't help.
I couldn't get to the BIOS by pressing "del". -
Hi,
If you could not see anything from the screen, I guess press "del" will not bring you to BIOS.
Try to unplug RTC battery, so that the BIOS will get back to factory setting.
In case you still can not get it running, you may apply DOA from UP shop. If you bought it via Kickstarter, email shop@up-board.org ; if you bought it from UP shop, you can apply DOA/RMA from your UP shop account. -
I've tried to unplug the battery too. Wasn't helping either.
I'm sending it back to you.
