Wall charger voltage

I ordered wall charger 5V 3A on amazon (https://www.amazon.com/gp/product/B00MF24Y94/ref=oh_aui_detailpage_o00_s01?ie=UTF8&psc=1)
I measured voltage and it shows 5.38V. Is it ok to plug it to UP board?
Also, I measured my other wall charger (from raspberry pi 3 kit), it shows about 5.4V-5.5V! May be there will be voltage drop after powering on and voltage will be ok?

You are dead on, you are neasuring the open circuit voltage. Most chargers have a bit higher voltage to allow for drop across a usb cable and drop with load.
