UpBoard 4GB/64GB does not come up.

Newly received board was setup with HDMI connection to monitor and USB memory stick with windows OS connected. After connecting to power blue LED was on but no any activities on the monitor display. During 6 previously installed Up Boards with windows OS I would expect windows OS installation screen to come up. What is the reason for not showing beginning of installation this time?
