[solved] Up Board: Does not come up, power LED (blue) does not come up either.

Hi,
I have Up Board 4G/32G variant with SuSE Linux 12 running. The board was running until Monday 03 April 2017. Then it was powered-off completely without power-supply for 3 days.
Today when I try to power-up the board it does not come up, but i hear a ticking sound continuously. The power led (blue) also does not glow.
The power-supply is in working condition. Previously I had similar issue and the Up Board came up after may be 60 minutes with power supply plugged in.
Has any one faced similar issue?

Was the power removed suddenly or was the board powered off via OS?
What power supply are you using?
Have you tried to power the UP Board with another power supply?
Also, if not done already, you can try to disconnect all cables from the board, then remove the RTC/CMOS battery, then re-plug the battery. Now try again to plug the power supply. -
Another thing to try for this scenario is to unplug the power supply, then press the power button on the UP board for maybe 30 seconds, then plug in the power supply again and see if it works.
I recall a similar-sounding issue in the past which was solved in this way. It was similar in nature to the one described here:

Might be worth a try anyway -
1. Shutdown via OS
2. Standard Up Board Power Supply provided via Up Shop
3. Used another Power Supply
4. Removed the RTC battery and tried to power-up the Board
The issue is from power led (blue). It is making this ticking or flickering sound. It does glow completely but keeps flickering. And that is the probably the reason why it does not come up. I have attached the pictures.
I would plug in the board for another 60-90 minutes and see if it comes up. -
Sounds like flea power is collected in your circuits. You need to remove the battery and hold the power button for few seconds so that the flea power that is present in circuits gets consumed.
