Send a SMS via I/O pinout - Windows 10

Hey all,

I'm working on a project with the Up-Board running with Windows 10.

Now i'm trying to find a solution so i can run a windows app when a I/O input is activated.
Idea is when a button is pushed then it will run a script .exe or bat file etc.

When a button is pushed it will send a SMS via gateway server.

Any idea how to do this?
I did find out this link for the I/O, but do not know how it works?
