Enabling FPGA Development on UP2 through BIOS

I am connected to an FPGA over UART to usb and it shows as attached from dmesg command. When I attempt to connect it over UART in jupyter using pyserial it said it could not find the board. After poking around forums i then put jumper wires from pin 8 to 10 and that did fix anything so I assume I need to enable them through Bios. The expected commands are not there using UP‑APL01 R4.2 version of Bios like pin routing or anything with uart. Any ideas are greatly appreciated!
