ODD USB behavior on boot

hi
i have a 4/32 model with bios updated, and i seem to have this odd behavior during boot. Randomly the USB port won't activate during boot. My usual solution is to disconnect the rtc and the PSU and wait for a few seconds and reboot. this seems to work most of the time, but resets the bios.
any idea what is happening.

I am seeing similar strange behaviors with usb 3.0 port, where USB devices can't get recognized after a reboot, and require a power cycle. After many tries, I ended up with replacing a 3A power supply to a 4A power supply, and I disabled 2 options in BIOS (disable both main/crb setup/crb advanced/usb configuration/xhci hand-off/ and main/crb setup/crb advanced/usb configuration/usb mass storage driv ). And then the following commands
lsusb -t
fdisk -l
show that the USB configuration is right. -
hi, it seems the those options are greyed out for me !!!
