Can't go up to 3.4 Ghz (all cores)

Up 7000 with N97 processor can go max to 2.9 Ghz (all cores)
but according to this site (https://www.cpu-monkey.com/en/cpu-intel_processor_n97),
this processor can go up to 3.4 Ghz (all cores).
I'm using Ubuntu 22.04 LTS last version.
Before writing this post i tried everything.
I think this behaviour is for a BIOS setting that can't be changed.
