How do I get hibernate to work on the UP-CHT01-A22-0432-A11 board?

I am trying to sey up a system using the UP-CHT01-A22-0432-A11 board that run the ubuntu 20.04.3 version of Linux. As near as I can tell, running sudo systemctl hibernate shuts the system down correctly with a current '/swapfile', however, when I turn the power back on, the system goes to BIOS and runs a complete re-boot (2 - 3 minutes). I need the system to re-start from power off in less than 30 seconds. Much less if possible. I am also battery powered, so power use is of great concern. Would appreciate any guidance. Thanks.
