USB 2.0 x 10P Wafer USB Speed

We are trying to use the USB 2.0 ports on the 10 pin header. The USB on pin 1-4 (USB_HSIC_P3) works well with high speed (USB 2.0, 480 Mbit/s), the USB on pin 5-8 (USB_HSIC_P4_D) always falls back to full speed (USB 1.0, 12 Mbit/s).
When connecting a high speed device to the malfunctioning port dmesg -wH
reports:

We tried different cables, another UP2 board and different high speed USB devices but no success.
Did anyone experience the same?
Can we do anything in the BIOS settings?

Are you using the official adapters for the micro 10 pin header on our shop?
If so, which one of the 2?

We are using the one with UART https://up-shop.org/up-peripherals/110-usb-20-pin-header-cable.html
Not only one of the USBs runs at Full Speed only but also the UART on the 10 pin header seems to have some issues only receiving partial information from our GPS sensor.
Do you think it's our board that is damaged or can it be a general problem with the board?
Should we try the Atom x7 version instead of the N4200?
It would be very nice to use the UpSquared on our platform with the full peripheric.

We got a new unit and both USB and the UART work flawless.
