USB 2.0 x 10P Wafer USB Speed

Linux Ubuntu Server 16.04.3: Linux moa 4.15.0-37-generic #40~upboard04-Ubuntu SMP Thu Feb 14 13:49:37 UTC 2019 x86_64 x86_64 x86_64 GNU/Linux
BIOS: UPA1AM42

We are trying to use the USB 2.0 ports on the 10 pin header. The USB on pin 1-4 (USB_HSIC_P3) works well with high speed (USB 2.0, 480 Mbit/s), the USB on pin 5-8 (USB_HSIC_P4_D) always falls back to full speed (USB 1.0, 12 Mbit/s).

When connecting a high speed device to the malfunctioning port dmesg -wH reports:

We tried different cables, another UP2 board and different high speed USB devices but no success.

Did anyone experience the same?

Can we do anything in the BIOS settings?
